His secretary of defense, Mark T. Esper, obligingly chimed in on the need for troops to “dominate the battlespace” in American cities.

“The last time the law was declared in the United states was in Hawaii during World War II,” he said, describing the military’s response after the Japanese attack on Pearl Harbor, which resulted in Japanese Americans being put in internment camps.
In fact, Banks said, there is no longer a “publicly known procedure” for the enactment of martial law.
“Years ago, there were some regulations within the [Defense Department] that spoke to the possibility of martial law, but they have been taken off the books,” he said. “We can’t see them, so we don’t even know if they exist anymore” …

The Liverpool school where James Furlong taught for four years has paid tribute to a ’lovely, gentle man’ after his death in a terror attack on Saturday.
King David High School said Mr Furlong was a popular, dedicated and kind member of staff in a statement released today.
Mr Furlong, who grew up in Liverpool, was one of three people killed in the stabbing attack in Reading’s Furbory Gardens.
His friend, American citizen Joe Ritchie-Bennett, also died in the attack, while the identity of the third victim has not yet been released to the public.

Mr Furlong was head of history, government and politics at The Holt School in Wokingham at the time of his death but had previously taught at Wavertree’s King David High School.
In a statement shared with the ECHO today, headteacher Michael Sutton said Mr Furlong was a popular and kind member of staff who pupils remembered as being dedicated to their wellbeing both inside and outside the classroom. Act Mr. Becker’s Classroom Management
Mr Sutton said: ’The King David High School Community was deeply saddened to learn of the tragic death of former teacher James Furlong over the weekend. He worked at the school over a period of 4 years before leaving, for a post in Reading, in 2012.
’James is well remembered by many staff as lovely, gentle man who cared for his pupils and colleagues. They all appreciated his dedication and commitment to their wellbeing, which extended beyond the classroom, as he took an active part in school trips and events.Act Mr. Becker’s Classroom Login

Staff and pupils at the Holt School also said Mr Furlong was a ’wonderful’ teacher who was deeply supportive of pupils and passionate about the subjects he taught them.
